Hurricane Ida Disaster Related Engineering Services




Lafourche Parish Government (hereinafter referred to as LPG) has suffered extensive damage to pump stations, drainage, and other facilities and infrastructure resulting from Hurricane Ida and needs disaster recovery and engineering services.  LPG wishes to hereby solicit the submittal of Request for Qualifications (RFQ) from firms interested in and qualified to fulfill these professional services.  This Request for Statements of Qualifications and Cost Proposals is to obtain information and costs for planning purposes and does not guarantee an award.  This information will be reviewed and discussed by the LPG Administration and may or may not result in an award of a contract/purchase order. LPG reserves the right to make multiple awards, as deemed in the best interest of the Parish.



Minimum Personnel Requirements of this RFQ is as follows:

·        At least one professional structural engineer registered in the State of LA shall have a minimum of ten years of experience in working on public infrastructure.

·        At least one professional electrical engineer registered in the State of LA shall have a minimum of ten years of experience in working on public infrastructure.

·        At least one professional mechanical engineer registered in the State of LA shall have a minimum of ten years of experience in working on public infrastructure.



In addition to all other requested information, the applicant shall include a list of Pump Stations they have designed or repaired. This list should be accompanied by a brief description and photos of each Pump Station. Additionally, the applicant shall be able to provide information showing their experience with regards to the installation of engineered and tested Vertical Line Shaft Pumps powered by non-road diesel engines that qualify for Tier 1-3 emission standards.   Detailed examples of project experience shall be provided.  The applicant will also have to portray and describe their expertise with Pump Station design.

·        Expertise shall include compliance with Hydraulic Institute (HI) Standards for Sump and Station Design, adequate motor selection and sizing, adequate pump submergence, discharge pipe and appurtenances design.



The services provided will include, but not be limited to:

Pre-Construction Services

The Consultant should have the capabilities of providing professional civil, mechanical, structural and electrical engineering services.  The consultant shall have experience in the H&H modeling of drainage basins, both forced and gravity.  The consultant will be responsible for, but not limited, to the following deliverables:

·        Hydrologic& Hydraulic (H&H) Study (Drainage Impact Study)

·        Topographic Survey

·        Geotechnical Investigation

·        Preliminary inspection of existing pump stations and recommendation s

·        Benefit Cost Analysis

·        Providing bi-weekly design updates

·        Design Report including all engineering calculations

·        Provide Project Progress plan sets, calculations, and specifications (30%, 60%, 90%)

·        Cost Analyses as requested by LPG

·        Complete set of signed and sealed final design plans (100%)

·        Permits as applicable


Bidding& Construction Services

The consultant will be responsible for but not limited to the following deliverables:

·        Preparing all required documents for bidding

·        Attending all bid meetings

·        Responding to questions during bidding via addenda

·        Assisting Lafourche Parish Government during bidding as needed

·        Providing qualified and experienced Construction Resident Inspectors

·        Providing weekly construction updates

·        Providing construction administration services including response to RFI’s, Submittals, Pay Application review

·        Providing As-Built Record Drawings of pump station

All Statement of Qualifications will include a brief history of the respondent and a resume of each person in the firm who will be assigned to the project. It must also include a complete list of all projects which the respondent has provided architectural services, including governing body, type of project, amount and program year; this list will be used for reference purposes. All references must indicate excellent program performance.

Offerors interested in providing information requested by this RFQ must submit responses containing the information specified no later than the Deadline for receipt as stated in the Schedule of Events.  

The responses must be received printed and bound, three (3) copies each, to the office of Parish President on or before the date and time specified in the Schedule of Events.

Responses received after the deadline and incomplete submissions will not be considered and will not be evaluated.

All responses must be sealed and the outside of the envelope marked:  “Hurricane Ida Disaster Related Engineering Services.”

The materials submitted in response to this request shall become the property of the Parish. Selection or rejection of an offeror shall not affect this right.

The Parish shall not be liable for any costs incurred by offerors associated with developing the response, preparing for discussions (if any) or any other costs, incurred by the offeror associated with this RFQ.  

All qualification statements will be scored and ranked by LPG, with the highest rated respondent being awarded a contract. The firm must also be cleared by GOHSEP/FEMA which will verify that the firm is not debarred from participating in the FEMA PW programs. LPG reserves the right to reject any and all statements. In the event of a tie, the respondent with the most extensive experience with the type of project to be undertaken will be selected to enter into contract negotiations. Unsuccessful respondents will be notified as soon as possible.

LPG will consider written inquiries and requests for clarification of the content of this RFQ received from potential offerors. Written inquiries must be received by the date and time specified in the Schedule of Events  The Parish shall reserve the right to modify the RFQ should a change be identified that is in the best interest of the LPG.



All responses to the Statement of Qualifications will be evaluated according to the following criteria and corresponding point system. Qualification statements will be evaluated on the basis of written materials. Sufficient information must be included in the proposals to assure that the correct number of points is assigned. Incomplete or incorrect information may result in a lower score.

LPG Council will provide a contract agreement to the selected Consultant(s). Once the contract agreement is signed and returned to the LPG, an official “Notice to Proceed” will be issued. The Consultant(s) will have ten (10) working days to initiate work after the Notice to Proceed is issued.
