Hurricane Ida Disaster Bagged Waste





Lafourche Parish Government (hereinafter referred to as LPG) has suffered extensive damage across the Parish resulting from Hurricane Ida. LPG wishes to hereby solicit the submittal of Request for Proposals (RFP) from firms interested in and qualified to fulfill these services.  This Request for Proposals is to obtain information and costs for planning purposes and does not guarantee an award.  This information will be reviewed and discussed by the Lafourche Parish Government Administration and may or may not result in an award of a contract/purchase order. Lafourche Parish Government reserves the right to make multiple awards, as deemed in the best interest of the Parish.


·        Collection of bagged waste piles related to Hurricane Ida storm damage from parish roads, private roads, and eligible businesses located along state highways to include residential and eligible commercial sites.

·        Contractor will be responsible for providing all required safety equipment, personnel, PPE and MOT/Flaggers where required.

·        Direct haul of debris to an approved landfill that accepts municipal waste. (Landfill to be approved by Lafourche Parish or their representative.)

·        Landfill must have a certified and recently calibrated scale.

·        All aspects of collection and disposal will be monitored by Lafourche Parish or their representatives to ensure compliance with Federal and State Regulations in an attempt to secure all available grant funding.

Proposers should develop a detailed operational plan within their proposal to describe the equipment, crews, and methods they will supply to accomplish this project along with timelines and milestones.

Proposers will provide a count of available resources and their daily schedule to accomplish the work efficiently and cost effectively.

Proposers interested in providing information requested by this RFP must submit responses containing the information specified no later than the Deadline for receipt as stated in the Schedule of Events.  

Responses must be received printed and bound, three (3) copies each, to the office of Parish President on or before the date and time specified in the Schedule of Events.

Responses received after the deadline and incomplete submissions will not be considered and will not be evaluated.

All Responses should be sealed and the outside of the envelope marked:  “Hurricane Ida - Bagged Waste.”

The materials submitted in response to this request shall become the property of the Parish. Selection or rejection of an Offeror shall not affect this right.

The Parish shall not be liable for any costs incurred by offerors associated with developing the response, preparing for discussions (if any) or any other costs, incurred by the offeror associated with this RFQ.  


All qualification statements will be scored and ranked by LPG, with the highest rated Proposer being awarded a contract. LPG reserves the right to reject any and all statements. In the event of a tie, the respondent with the most extensive experience with the type of project to be undertaken will be selected to enter into contract negotiation. Unsuccessful respondents will be notified as soon as possible.

The Parish will consider written inquiries and requests for clarification of the content of this RFQ received from potential Offerors.  Written inquiries must be received by the date and time specified in the Schedule of Events.  The Parish shall reserve the right to modify the RFP should a change be identified that is in the best interest of the Parish.



All response will be evaluated according to the following criteria and corresponding point system. Proposals will be evaluated on the basis of written materials. Sufficient information must be included in the proposals to assure that the correct number of points is assigned. Incomplete or in correct information may result in a lower score.

1.     Description of services / Operational plan:  0-4 Pts.(20%)

2.     Availability of resources: 0-6 Pts. (30%)

3.     Experience:0-4 Pts. (20%)

4.     Cost:0-6 Pts. (30%)

5.     Total Possible Score: 20 Pts.


Pay Schedule:

Pay will be based on tonnage delivered and disposed at a landfill that accepts municipal waste approved by Lafourche Parish or their representative. Said landfill must have a certified and recently calibrated scale. The price per ton will be the only recoverable cost associated with this project. All landfill disposal fees, tipping fees, mileage, etc. shall be calculated and captured in the price per ton.


Price Schedule




Collection  of bagged waste and direct haul to a landfill that  accepts municipal waste with any and all direct or indirect cost associated  with the collection and disposal of bagged waste.


The Lafourche Parish Council will provide a contract agreement to the selected Proposer(s).Once the contract agreement is signed and returned to the Parish, an official “Notice to Proceed” will be issued. The Proposer(s) will have ten (10) working days to initiate work after the Notice to Proceed is issued.
