Interim Deputy Director of Permits Appointed
I am pleased to officially announce my appointment of Joseph Delcambre, a longtime employee of the Permits Department to the role of Interim Deputy Director of Permits in accordance with the authority granted pursuant to the Lafourche Parish Home Rule Charter. “Mr. Delcambre has served in his prior Civil Service role with distinction; therefore, this promotion is well deserved,” said President Jimmy Cantrelle.
The role of Deputy Director will require no additional funding as the funding already exists in the enacted budget. Despite debate regarding this appointment, AG Opinion 18-0093, issued by Attorney General Jeff Landry on August 13th, 2018, pointed out that “The Charter divides all of the parish’s powers and functions between the legislative and executive branches of parish government and mandates a strict separation of the powers and functions.” In addition, the former Lafourche Parish District Attorney issued opinion 16-023 which stated, “Just as the Council is authorized to hire, assign and direct its own legislative employees without administrative approval, so can the parish president assign and direct executive employees without legislative approval.”
“In my quest to re-define and improve upon the Permit Department, a promise I have kept, I am dedicating talent to ensure that businesses throughout Lafourche Parish have the best possible experience. My dedication to economic development is my utmost focus moving forward,” said President Cantrelle. “Not only are permits issued quickly, efficiently and online now, we’ve added two satellite service centers in Thibodaux and Galliano at no additional cost to tax payers. In the majority of cases, permits are issued in a few days, rather than a couple of months like in the past,” said President Cantrelle.
